Is there some law, rule or regulation stating we must have Website Privacy Policy, Terms and Conditions?

If your site is collecting or using users’ information, I think you need privacy policy and terms and conditions.

What if my site just has a paypal button and is selling a software product with no acual opt-in form or anything? Would I still need privacy policy and terms and conditions?
